Social infrastructure means any infrastructure which: 1. Is used or useful for the construction, development and maintenance of facilities and systems that support social services, including, without limitation, those services related to health care, education, affordable housing, workforce housing, homelessness and food security; and 2. Augments existing services, including, without limitation, the services provided pursuant to chapters 319 and 387 of NRS.
