On or before September 15 of each even-numbered year, the Secretary of State shall prepare and render a biennial report to the Governor. The report must include: 1. An exhibit showing in detail all expenditures made by the Secretary of State or under the direction of the Secretary of State during the biennium ending June 30 of that even-numbered year; 2. An accounting of all money received by the Secretary of State from whatever source and the disposition made of the money during that biennium; and 3. All matters relating to the general business of the Office of the Secretary of State during that biennium.
