1. The Governor shall appoint a Director of the Office who must possess: (a) Extensive expertise and experience in applying for and receiving federal assistance; (b) Specialized knowledge of the process of grant writing and approval in the public and private sectors; and (c) Proven experience in designing and managing programs which rely solely or partially upon federal assistance. 2. The Director shall devote his or her entire time and attention to the business of his or her office and shall not engage in any other gainful employment or occupation. 3. The Director is in the unclassified service of the State and serves at the pleasure of the Governor.
