Solitary confinement: Regulations

The
Director shall adopt, with the approval of the Board, such regulations as are
necessary to ensure that solitary confinement may only be used:
1. As a last resort, when the offender
must be separated from the general population in a secure environment;
2. In the least restrictive manner; and
3. For the shortest period of time safely
possible.
