If a district court denies a postconviction petition for habeas corpus challenging a judgment of conviction or sentence, the petitioner must not be released on the petitioners own recognizance or admitted to bail pending any appeal. If the petition is granted and a stay of the order granting relief is not entered, the district court shall admit the petitioner to bail pending appeal if the respondent files a notice of appeal.
