Charging interest or fee to enter into payment plan prohibited; adoption of rules related to payment plans; exception

1. Any payment plan entered into by a
defendant with a court must not require the defendant to pay interest or any
fee charged specifically for entering into the payment plan.
2. A court may adopt any rules and
procedures necessary to implement the provisions of this section.
3. The provisions of this section do not
apply to any amount of money owed by a person for restitution.
