(1) The bridge commission of a city of the metropolitan class shall: (a) Operate, manage, and control the bridges under the charge of such commission in their entirety; (b) Fix the rate of tolls of such bridges; (c) Establish bylaws and rules and regulations for the use and operation of such bridges; (d) Provide for the lighting and policing of such bridges; (e) Select such employees as the bridge commission deems necessary and fix their compensation; and (f) If and when authorized by the city council, have the power to renew, replace, reconstruct, extend, and enlarge bridges. (2) The bridge commission shall not have the power to create liens upon or to mortgage any property unless first authorized by the city council.
