39-71-203 . Powers of department -- rules. (1) The department is hereby vested with full power, authority, and jurisdiction to do and perform any and all things that are necessary or convenient in the exercise of any power, authority, or jurisdiction conferred upon it under this chapter. (2) The department may adopt rules to carry out the provisions of this chapter.
