37-47-307 . Investigation of applicant -- issuance or denial of license. (1) The department shall investigate each applicant for an outfitter's or guide's license. The board shall determine the applicant's qualifications. (2) The board may deny or refuse to issue any new license or to renew any previous license if the applicant does not meet the qualifications stated in this chapter or rules adopted pursuant to this chapter. In the event that any application for a license is denied or refused, the board shall immediately notify the applicant, setting forth in the notice the grounds upon which the denial or refusal is based. (3) A licensee in good standing is entitled to a new license for the ensuing license year upon complying with the provisions of this chapter or rules adopted pursuant to this chapter and upon completing an application for license renewal on a form provided by the board. (4) This section may not be interpreted to conflict with 37-1-138 .
