37-1-323 . Nonroutine application review by screening panel. (1) A screening panel shall review all nonroutine applications on behalf of a board in accordance with the provisions of 37-1-307 . (2) A screening panel may grant, deny, or restrict a license and set conditions on a restricted license. The screening panel shall provide notice to the licensee or license applicant as provided in 37-1-309 . If the license is not granted, the notice must set forth proposed restrictions on the license or that the license is denied. (3) A licensee or license applicant may request a hearing in accordance with 37-1-309 . Failure to request a hearing constitutes a default on the notice, and the screening panel's proposed restrictions or denial becomes the final order.
