13-27-220 . Statewide referendum referred by legislature -- process and procedure. (1) A statewide referendum referred to a vote of the people by the legislature must comply with the requirements of 5-4-102 . (2) The secretary of state shall transmit a statewide referendum proposed by the legislature to the attorney general according to the requirements of 13-27-246 . (3) (a) On receipt from the secretary of state of a statewide referendum referred to a vote of the people by the legislature, the attorney general shall prepare and forward to the secretary of state, within 30 days, ballot statements that comply with 13-27-212 and 13-27-213 , except that the attorney general may not prepare a statement of purpose and implication if the statement has been provided by the legislature. (b) When preparing a ballot statement pursuant to this section, the attorney general shall endeavor to seek out parties on both sides of the issue and obtain their advice.
