For purposes of sections 8.830 to 8.851 , the following terms mean: (1) "Department" , the department of economic development; (2) "Director" , the director of the department of economic development; (3) "Division" , the division of facilities management, design and construction; (4) "Public building" , a building owned or operated by a governmental subdivision of the state, including, but not limited to, a city, county or school district; (5) "State building" , a building owned or operated by the state, a state agency or department, a state college or a state university.
