1. A district may contract and incur obligations appropriate to accomplish its purposes. 2. A district may enter into any lease or lease-purchase agreement for or with respect to any real or personal property necessary or convenient for its purposes. 3. A district may borrow money for its purposes at such rates of interest as the district may determine. 4. A district may enter into labor agreements, establish all bid conditions, decide all contract awards, pay all contractors and generally supervise the operation of the district.
