1. There is hereby established the "Committee on School Safety" within the department of public safety. 2. The committee shall consist of the following members: (1) Up to three representatives of the department of public safety; (2) A representative of the Missouri Sheriff's Association; (3) A representative of the Missouri Municipal League; (4) A representative of the department of elementary and secondary education; and (5) A representative of the Missouri School Boards' Association's Center for Education Safety. 3. One member who represents the department of public safety shall serve as chair of the committee. 4. Members of the committee shall serve without compensation but may be reimbursed for actual expenses necessary to the performance of their official duties for the committee. 5. The committee shall meet at least four times per year, and at least once per calendar quarter, to evaluate and establish guidelines for school safety concerns, including plans to prevent school firearm violence. 6. Except as provided in section 610.021 , all meetings of the committee shall be open to the public. 7. The committee shall submit an annual report in writing to the governor, president pro tempore of the senate, and speaker of the house of representatives.
