Damages to be paid, how.

Monetary damages awarded to an offender in connection with a civil action filed by an offender or paid in settlement of such a civil action which are payable from funds appropriated by the general assembly or by a political subdivision, or from an insurance policy purchased by the state or political subdivision upon the payment of the offender's attorney fees, if any, shall first be paid directly to satisfy any obligation to pay for the costs of incarceration, and to satisfy any outstanding court orders requiring the offender to pay victim compensation, restitution, costs, bail, judgments, fines or other court-imposed fees in connection with a criminal prosecution or sentence. The full amount owed shall be deducted and paid directly to the correctional facility or entity owed. Notice to the offender shall be satisfied by certified mail or personal notice.
