In addition to the two percent commission collected on all delinquent and back taxes by any county ex officio collector under the provisions of chapter 54 , such ex officio collector shall collect an additional three percent fee on all delinquent and back taxes and these additional fees shall be transmitted monthly to the board for deposit in the county employees' retirement fund.
