1. An appellant or plaintiff in error shall pay court costs in an amount determined pursuant to sections 488.010 to 488.020 ; provided, that nothing herein shall be construed to apply to proceedings when costs are waived or are to be paid by the state, county or municipality. 2. The clerk of the court in which the notice of appeal is initially filed shall collect and disburse court costs determined pursuant to this section in the manner provided by sections 488.010 to 488.020 , and such court costs shall be payable to the director of revenue for deposit to the general revenue fund.
