1. There is hereby established in the state treasury the "Child and Family Legal Representation Fund". The state treasurer shall credit to and deposit in the child and family legal representation fund all moneys that may be appropriated to it by the general assembly and also any gifts, contributions, grants, bequests, or other aid received from federal, private, or other sources. 2. The state treasurer shall invest moneys in the fund in the same manner as surplus state funds are invested pursuant to section 30.260 . Any interest and moneys earned on such investments shall be credited to the fund. 3. The coordinating commission established under section 477.700 shall administer and disburse moneys in the child and family representation fund to judicial circuits for the purpose of improving or providing uniform, high-quality legal representation for children or families involved in legal proceedings in this state, including the payment of reasonable fees approved by a court for the appointment of a guardian ad litem, children's counsel, or parent's counsel. 4. Notwithstanding the provisions of section 33.080 to the contrary, any moneys remaining in the fund at the end of the biennium shall not revert to the credit of the general revenue fund.
