In any proceeding before a court where child support may be established or modified for an applicant or recipient of child support services pursuant to chapter 454 : (1) The applicant or recipient of child support enforcement services shall be provided by any other party with notice pursuant to Rule 41 of the Missouri rules of civil procedures of all proceedings in which support obligations may be established or modified. Notice to an attorney representing a party is deemed notice on the party for purposes of this section; and (2) A copy of any order establishing or modifying a child support obligation, or an order denying a modification shall be mailed to the family support division by the court within fourteen days of issuance of such order.
