1. Any person having a risk insurable under the provisions of sections 380.201 to 380.591 in the territory in which the company operates may become a member of such company by insuring therein, and shall be entitled to all the rights and privileges appertaining thereto. Any public corporation, private corporation or quasi-corporation, and any board, commission, estate or association owning property within the territory of such company may make application, enter into agreements for and hold policies in any such company. 2. Any officer, trustee, board member or legal representative of any such corporation, board, estate or association may be recognized as acting for or on its behalf for the purpose of such membership, but shall not be personally liable upon such contract of insurance, by reason of acting in such representative capacity.
