1. Upon the issuance of the certificate of incorporation by the director of finance, the corporate existence of the development finance corporation begins. The certificate of incorporation is conclusive except as against the state, that all conditions precedent have been complied with and that the corporation has been incorporated under provisions of this chapter. 2. A copy of the articles of incorporation, endorsed by the director of finance, shall be filed for recordation in the office of the recorder of deeds in the county in which the principal office of the development finance corporation is located.
