1. Sections 340.381 to 340.396 shall not be construed to require the department to enter into contracts with individuals who qualify for education loans or loan repayment programs when federal, state, and local funds are not available for such purposes. 2. Sections 340.381 to 340.396 shall not be subject to the provisions of sections 23.250 to 23.298 .
