1. The director may adopt any rules and regulations necessary to carry out the provisions of sections 302.700 to 302.780 . No rule or portion of a rule promulgated under the authority of sections 302.700 to 302.780 shall become effective unless it has been promulgated pursuant to the provisions of section 536.024 . 2. The director shall adopt a rule approving driving instruction programs presently provided by a Missouri state college, a Missouri state university or a Missouri state community college.
