Each commercial motor vehicle except those licensed under the provisions of section 301.057 or 301.058 based on a gross weight of thirty-six thousand pounds or less and which are not regularly used for actual commercial purposes shall have displayed thereon in a conspicuous place: (1) The name of the owner; (2) The address from which the motor vehicle is operated; (3) Each local commercial vehicle in addition shall have displayed in a conspicuous place the word "local".
