1. The director of the department of agriculture may, by lawful means, obtain information pertaining to the dairy industry which he deems necessary to carry out the purposes of the provisions of the southern dairy compact. Such information may be utilized by the director, the delegates, and the southern dairy compact commission. 2. The director may adopt such rules and regulations, in accordance with chapter 536 , as are necessary to carry out the purposes of this chapter and the southern dairy compact.
