The council in any county shall have the right and duty to: (1) Make recommendations and suggestions to the university concerning the extension program; (2) Make recommendations and suggestions to the university concerning the appointment or removal of extension personnel; (3) Arrange for and administer the county's share of the cost of the extension services in the area over which the council has jurisdiction; (4) Receive by way of gift, purchase, or otherwise acquire, in its own name, real or personal property with the right to hold and to sell and convey title to any such property; provided no real estate not reasonably required for the administration of the extension program shall be held by the council for a period longer than two years.
