Missouri Code § 256.643

Southeast Missouri regional water district, certain counties may be included — governed by commission.

1. There is hereby established a public corporation to be known as the "Southeast Missouri Regional Water District". The district may include all or part of the following counties: Scott, Mississippi, Stoddard, Butler, New Madrid, Pemiscot and Dunklin.
2. The southeast Missouri regional water district shall be governed by a commission comprised of one person from each county in the district.
