The county commission may require the county counselor, or an assistant county counselor, to give advice and conduct all legal proceedings or suits necessary in the administration of sections 249.430 to 249.660 , and if deemed necessary the county commission may also employ a special attorney or attorneys for such purposes upon terms fixed by an agreement in writing.
