The commission shall submit an annual status report to the governor and general assembly following execution of the comprehensive agreement as an individual component of the annual report submitted by the commission to the joint transportation oversight committee in accordance with section 21.795 . The annual report shall assess the advantages and disadvantages of the public-private partnership method of financing, developing, and/or operating the project.
