1. Sections 211.442 to 211.487 apply to all proceedings commenced on or after September 28, 1985. 2. In any action for termination of parental rights pending prior to September 28, 1985, the law in effect at the time of the filing of the petition for termination of parental rights shall govern the hearing on such petition and any appeal therefrom.
