1. Any personally identifiable information regarding any child under eighteen years of age receiving child care from any provider or applying for or receiving any services through a state program shall not be subject to disclosure except as otherwise provided by law. 2. This section shall not prohibit any state agency from disclosing personally identifiable information to any governmental entity * or its agents, vendors, grantees, and contractors in connection to matters relating to its official duties. The provisions of this section shall not apply to any state, county, or municipal law enforcement agency acting in its official capacity. 3. This section shall not prevent a parent or legal guardian from accessing the parent's or legal guardian's child's records.
