As used in sections 191.800 to 191.815 , the following terms mean: (1) "Hunger" , the lack of sufficient nutritious food to maintain health or morale or to achieve optimal human potential; (2) "Outreach" , a public education activity the purpose of which is to inform: (a) Hungry people about available food programs and how to gain access to them; (b) The general public about the nature and extent of hunger problems in the state and specific communities and the programs which address them.
