The department shall: (1) Assist in the development and expansion of programs for the care and treatment of persons suffering from sickle cell anemia; (2) Assist in the development and expansion of screening and testing programs for the detection and counseling of individuals with sickle cell trait; (3) Extend financial assistance to persons suffering from sickle cell anemia in obtaining treatment of the disease; (4) Institute and carry on educational programs among physicians, hospitals, public health departments, and the public concerning sickle cell anemia, including dissemination of information and the conducting of educational programs concerning the methods of care and treatment of persons suffering from the condition.
