As used in sections 178.295 to 178.298 , the following words and phrases mean: (1) "Domicile" , the place of residence of a child's parents or legal guardian; (2) "Facility" , a place where juveniles are detained pursuant to section 211.141 or placed pursuant to section 211.181 ; (3) "Legal guardian" , the person appointed by a probate division, circuit court of competent jurisdiction as the guardian of the child's person.
