Council permitted to accept gifts, donations and grants; submission of annual report of revenues and expenditures to commissioner; administrative costs

(1) The council may accept monetary gifts, donations and grants from public as well as private sources. (2) By July 31 of each year the council shall submit to the commissioner a complete report of all revenues and expenditures that were generated by the administration of this program in a format that has been approved by the commissioner. (3) Of the monies collected under this program, an amount not to exceed fifteen percent (15%) of the total revenues per year shall be expended on the administrative costs of the program.
