The bonds or other obligations issued by any county or municipality of the State of Mississippi pursuant to this chapter shall not constitute a debt within the meaning of any statutory limitation as to the amount of debt which may be incurred by any such municipality or county. Nor shall such bonds or other obligations be payable out of any funds other than the revenue collected or collectible from the use of said docks, harbors, and facilities of whatsoever nature, if any, and out of the receipts from the said two-mill ad valorem tax or special levy made by any county or municipality in accordance with the provisions of Section 65-29-1 . Codes, 1942, § 8485; Laws, 1934, ch. 218.
