All bonds issued pursuant to this chapter shall be validated as now provided by law by Sections 31-13-1 through 31-13-11 , Mississippi Code of 1972. The services of the state's bond attorney may be employed in the preparation of such bond resolutions, forms, or proceedings as may be necessary, for which he shall be paid a reasonable fee. Such validation proceedings shall be instituted in the chancery court of the county in which the projects proposed by this chapter are located, but notice of such validation proceedings shall be published at least two times in a newspaper of general circulation and published in any county involved, the first publication of which in each case shall be made at least ten days preceding the date set for the validation.
