(1) Chemical Regulatory Division - Funds for the operation and support of this laboratory division shall be appropriated from the General Fund by the Legislature. (2) Petroleum Products Division - This division shall be supported by an appropriation from the General Fund by the Legislature. (3) Industrial and Agricultural Services Division - This division shall be supported by funds appropriated by the Legislature, and by payments from negotiated contracts or service fees. All income from fees and contracts shall be deposited in a restricted fund at the university, from which payment of costs shall be made for operation of the division on such contracts or services. All projects shall be nearly or wholly self-supporting, including the cost of special equipment required to conduct such services. Annual financial reports of this restricted fund and division projects shall be made separately to the Legislative Budget Office and the State Fiscal Management Board. Any excess money in the fund, as determined by joint audit by the State Fiscal Management Board, university on intervals of four (4) years, shall be returned to the General Fund of the state. (4) Research Division - This division shall be funded by appropriations from the Legislature and by research grants or contracts from federal or state agencies, industries or individuals.
