The admission of the State of Florida into the Tennessee-Tombigbee Waterway Development Compact is hereby ratified, approved, and agreed to by the State of Mississippi, and said State of Florida shall become a party to said compact upon the execution of the same by the governor of said state. The secretary of state is hereby authorized, empowered, and directed to transmit certified copies of this section to the governors of the States of Alabama, Tennessee, and Florida and of the Commonwealth of Kentucky.
