(1) The purchase of all printing, binding and stationery is hereby defined as a commodity purchase, subject to the provisions of Sections 31-7-1 through 31-7-19 , Mississippi Code of 1972. (2) In the event the provisions of this section conflict with the provisions of any laws or parts of laws, the provisions of this section shall control.
