Minnesota Code § 83.38

ADMINISTRATIVE PRONOUNCEMENTS.

The commissioner may adopt rules to implement the provisions of sections 83.20 to 83.42 . The rules may include but shall not be limited to:
(a) provisions for advertising standards to assure full and fair disclosure;
(b) provisions for escrow or trust agreement or other means reasonably to assure that all improvements referred to in the application for registration and advertising will be completed and that purchasers will receive the interest in land contracted for;
(c) provisions for operating procedures;
(d) provisions requiring instruments to be executed in recordable form;
(e) provisions relating to apportionment of taxes among purchasers;
(f) provisions for cooperation with the commissioner of the Department of Natural Resources to ensure compliance with environmental quality standards.
The commissioner may, upon request and upon the payment of the sum of $50, grant a request for a written opinion concerning the availability of any exemption in section 83.26 or interpreting any provisions of sections 83.20 to 83.42 , 83.43 and 83.44 .
For the purpose of rules and forms, the commissioner may by rule classify subdivisions, persons and matters within the commissioner's jurisdiction, and prescribe different requirements for different classes.
