Upon the official request of a United States immigration officer to a court committing an alien after conviction of a felony, the court administrator of the committing court shall furnish the officer without charge a certified copy of the complaint or indictment, the judgment, sentence, and any other record pertaining to the case of the convicted alien if: (1) the immigration officer is in charge of the district or territory in which the court is located; and (2) the state or county institution is supported, in whole or in part, by public funds.
