The public policy of this state is to: (1) ensure that each child has frequent and substantial contact with the child's parents, as long as the child's parents have shown the ability to act in the best interests of the child; (2) ensure that parents and caregivers provide a safe and nurturing environment for each child; and (3) encourage parents to share the rights and duties of raising their child.
