(a) By January 31 annually, the commission must submit a report on climate mitigation and adaptation to the chairs and ranking minority members of the legislative committees with jurisdiction over transportation finance and policy. (b) At a minimum, the report must: (1) summarize activities and evaluate performance at the Minneapolis-St. Paul International Airport in support of the following 2030 goals adopted by the commission: (i) a reduction of greenhouse gas emissions to a level that is at least 80 percent below 2015 levels; (ii) a reduction in water usage per airline passenger to a level that is at least 15 percent below 2015 levels; and (iii) diversion of at least 75 percent of all waste through waste reduction, reuse, recycling, and composting programs; and (2) summarize findings from the commission's 2023 waste characterization study. (c) The report due by January 31, 2024, must also include a plan and timeline for the reduction of single-use plastics, including but not limited to a potential ban on plastic water bottles. The commission must develop the plan following a stakeholder engagement process. (d) This section expires June 30, 2030.
