The following words, terms and phrases shall, for the purposes of sections 473.601 to 473.679 be given the meanings subjoined to them. "Commission" and "corporation" each means a metropolitan airports commission, organized and existing under the provisions of sections 473.601 to 473.679 . "City council" or "council" means the governing body of each of the cities of Minneapolis and St. Paul. "Commissioner" means a person appointed or otherwise selected as, and, after qualification, acting as, a member of the corporation. "The commissioners" means a quorum of the members of the corporation, acting as the governing body of the corporation. "City" or "each city" means one of the cities of Minneapolis and St. Paul.
