The commissioner shall ban from sale or distribution any toy or other article intended for use by children that presents any of the hazards set out in section 325F.08 . The commissioner shall adopt the rules necessary to carry out the intent of sections 325F.08 to 325F.18 . Rules shall insofar as practicable conform to the rules relating to this subject found as part 191 in the Code of Federal Regulations, title 21.
