(a) The commissioner may bring a civil action to enjoin any person from taking action or failing to take action that is subject to penalty under section 289A.60, subdivisions 20, 20a, and 26 . (b) In any action under paragraph (a), the court may enjoin the person from engaging in the conduct, if the court finds that: (1) the person has engaged in the specified conduct; and (2) injunctive relief is appropriate to prevent recurrence of the conduct.
