For purposes of sections 171.50 to 171.56 , with reference to this state, the term "executive head" means the governor of Minnesota. For purposes of sections 171.50 to 171.56 , the term "licensing authority" with reference to this state means the Driver's License Division of the Minnesota Department of Public Safety.
