For the purposes of sections 144.492 to 144.494 , the terms defined in this section have the meanings given them. "Commissioner" means the commissioner of health. "Joint commission" means the independent, not-for-profit organization that accredits and certifies health care organizations and programs in the United States. "Stroke" means the sudden death of brain cells in a localized area due to inadequate blood flow.
