The department shall provide management assistance if requested by a district. The assistance may include: (1) developing data and assumptions for the district to use in setting priorities and goals and in considering management and organizational alternatives; and (2) analyzing and assessing alternative methods of organization and management, including opportunities for coordination and cooperation with other districts, and assessing the relative costs and benefits of the alternatives.
